All Japan Seamens Union (JSU) has began operating in Vietnam since April 1997, in company with Vietnam shipping to set up “Vietnamese Seafarers Upgrading Project” to improve English skill for Vietnamese seafarers before entering the ship to work for Japanese shipowners. As a non-governmental organization operating under the permission of the People’s Aid Coordinating Committee (PACCOM) and establish representative office in Vietnam. The main content of activity is to appoint a representative to management daily the “Vietnamese Seafarers Upgrading Project”, in addition to conducting activities for building and maintaining the relationships, friendships with other organizations relevant as the labor union, the Vietnamese shipowners. Annual operating fund of the representative office is about 100,000 USD and paid by the JSU.
(1) Vietnamese Seafarers Upgrading Project
Accidents at sea are not only causing huge losses to the economy of companies, goods, vessels and human lives but also affect the natural environment worldwide. To ensure traffic safety at sea, on each vessel (average per vessel has 20 seafarers), it is indispensable to act properly, accurately convey the commander orders, and the common language is considered means of communication which is English. Thus, for the Vietnamese seafares is provided for the operated ship or dominated by the international shipping company in Japan (not related to vessel of Japanese nationality or foreign nationality) (more than a half of number of graduated from the training centers or universities are recruited to work for ship management companies or Vietnam shipping companies), according to Vietnam law, JSU has estabished projects which is humanitarian and development to improve English ability for Vietnam seafares before working on vessel.

Vietnamese Seafarers Upgrading Project
Originally started in 2003 with the VCTC ( Vietnamese Crew Training Course) with the aim to effective use the time off at the entering ship and entering the next voyage of the Vietnam seafares to raise the Vietnam seafares’ skills with a training course using simulator device, computers, new international conventions and ISPC-Code , the safety instructions on the sea with ISM curriculum … the training course in a short time is 4 weeks per course. From April, 2008, this training course is corporated into the VSUP course and taken the name as VSUP-Short course which is conducted in Haiphong and Ho Chi Minh city, it is arranged 8 training courses in each year. Now, training deck courses (using the computer for work related cargo, GMDSS…), training courses of basic skills for deck officers are organized to train about 10 officers in Haiphong and Ho Chi Minh city. Training on machinery is training the basic skills for about 15 officers per course in Haiphong (simulator of engine room, welding skills, electricity…)
